It means that legacy servers = any version of wow not the most recent patch currently playable via retail. Vanilla (classic), TBC, WOTLK, Cataclysm and MOP all fit into this category.
The term "legacy" is usually applied to items that were once available, but are no longer, atleast not in that form. Examples are items in D3 or POE that you could obtain at a former patch and still have, but can no longer find.
I would like to experience vanilla and perhaps TBC again. WOTLK was when the game really took a turn (for the worse) for me and that is not something I feel any need to reexperience. Without LFD and "normal" raid difficulties, maybe.
