T1 vendor on horde have a problem appearing sometimes. Also the occasional DC's are a pain :/

please add T1 vendors for horde that sell stuff other than just warrior T1

this is preventing any raids from forming

also remove requirement from the arathi basin belts, at least the leather ones require rep.
