Probably cost. This isn't a large organisation, it's hobbyists doing stuff. The cost of a server capable of running 7000 people vs one running 2500 people could be significant. Honestly, I don't know but I could well imagine it's something along these lines.

Also, they might be learning from mistakes. Just because you can do something, doesn't mean you should. Perhaps they look at the super high population and think "Ah, so that's why Bliz put hard limits on connections." and don't want to make the same mistake again.

At the end of the day you cant please every single person. Think about the people who do want to play on a server with a 2.5k player cap.

Edit: oh and I'm sure the constant bickering and negativity really helps motivating the staff.

Not to promote them or anything but besides the utilities of 3.3.5, such as dual talent builds and dungeon finder, it's a progression server which will eventually open Outland and Northrend. So now it's just capped at 60 and Azeroth raids and they just have to unlock the rest as they go along.

Mobs, herbs and nodes availability is going to be your smallest problem if you cannot log in at all. Most WoW classic players are adults with jobs who won't spend hours in a queue.

PvP server has been running fine with up to 7k, and that was BEFORE they announced that they received new hardware. Bandwith might be the critical issue, but even then, a 6k cap for PvP + 4k cap for PvE seems more reasonable.

Did you actually play on PvP? Leveling was fine, even during server primetime. Only the starting zones were overcrowded. Btw: Most quests can be done in groups easily.

What your suggested 2.5k cap will achieve: A lot of interested players will be scared off at launch. And after a few months, when the first hype will be gone, you'll be playing with 1k.
