It was like this in the Druid spell book as well.

Because these characters were created with some commands to level up and learn the spells. No polish applied. When leveling, you will get your spells from your class master. Can you learn the spells twice from this guy? Nope. There, fixed.

Yes. You can use all different ranks of spells in vanilla wow.

You just had to relog once and duplicates were gone.
