I truly believe that there is a good balance here between people who want the PvP server, and people who want the PvE server. If you read the devs' census on who came to the PvE testing, quite a few were returning players / people who had never played on Nostalrius before. I'd say that a good chunk of the PvE servers population will be made up of returning players, new players, and players sick of the constant ganking / unbalanced world PvP that happens on the server atm (not at all the devs fault, just the nature of a PvP server.)
What I'm trying to say is -- I doubt that the PvE server will drain the population of the PvP server too severely. Many people have already gotten to 60 and are happily gearing up and doing various activities with their characters, and so it would make no sense for them to want to start all over again. Then again, some people do like starting over again. Of course, at the launch of the PvE server, we'll get a huge influx of players on it, but as the weeks go on, the population will die down a little, and become a pretty steady amount (4-6k midweek, up to 8k weekends, etc.) -- though lower, due to the cap on PvE.
I don't think either of the servers will become "underpopulated" at all. The introduction of this new server isn't community-splitting -- if anything, it will attract players looking to return to the server, and new players, who will make up their minds on whether they prefer the PvP or the PvE server.
Also: obligatory "it hasn't launched yet, nothing is for certain". And that's that. No more assumptions, people.
