If that's the only way it was meant to be played then PvE servers wouldn't be named "Normal" by Blizzard, and it wouldn't even have been in the game from day one. The game can be played both ways and Blizzard knew this.
It is true that most of the top guilds have been located in PvP servers, that I won't deny, but some were actually on PvE servers, maybe not top 10, but not too far behind. If I remember correctly one of the top guilds were on the most popular RP server at the time (I think it was Argent Dawn or Earthen Ring or something). Can't remember if they were European or Murican.
I've played on both PvP and PvE (mostly PvP though) servers in my "WoW career" and I haven't noticed too much of a difference. I think it's quite similar in terms of skill level outside of the top 1%.
