I'm gonna make a horde guild at the beggining of the pve server just for the huge population of lowbies.

The guild will have as purpose to enstablish a base in elwynn forest taking control of the mines and various quest areas taking the xp from ally players and sabotaging their quests. And then probably end up to some fight, just for the lols

Yep. The non-flagging part of a PVE server refers to players, not the npcs. You can still kill them, just as on a PVP server.
