So......the server will lose them whether it's to the new PVE server or they quit? What's the difference, then? And if you believe the PvP server will continue to survive without those "ppl who gonna quit soon", what's the harm in having a PvE server? Quitting or migrating......neither has a profound effect in your eyes so why complain about the creation of something a part of the community wants? Unless, of course, you are one of those tools who loves to camp a player 35 levels lower than you because you suck at real PvP..........on a PvP server......

vanilla is about playing this game as it was with its hard parts , and getting ganked is one of em. if u dont like it u are free to find a cataclysm or + server and join it.
As a player who enjoyed WoW retail around release, I seem to remember 40 some servers that were filled to capacity forcing Blizzard to create 40 more servers to keep up with all the players accounts. I am also fairly certain they all weren't PvP servers. So unless you are speaking solely to Nostalrius being about what you posted (which would be silly as you are not that servers creator) Vanilla has never been about "getting ganked". It's about giving players an immersive world to play in, in the style they wish to choose; and PvE was one of those choices (along with PvP and RP).
