Boss Debuff Slots

For most of retail 1.x, mobs encountered in the game could only have 16 detrimental effects, or debuffs, on them at a time. This meant that guilds would need to plan which abilities would be allowed to be used on a boss (curses, ignite, etc) and which would not (serpent sting).
On this server is the debuff limit working? And is there a priority system set up, like in retail, so something like taunt could never be pushed off by something like deep wounds?
