Ok, here is my idea. We will have a day called "The Reckoning" or something epic. On that day, the server is semi-randomly split into two servers. Guilds aren't broken up, but overall guilds are analyzed and evenly distributed between the servers. People that aren't in guilds are randomly split. A cool feature for these people would be to (if possible) analyze who people party with most and try to keep those people together.
Then at random times going forward, people will be granted a server transfer. You won't know when it will come, or if, but randomly people are given the opportunity to switch. This will be sort of a consolation prize if "The Reckoning" didn't quite work out for you.
TLDR: Basically a lot of algorithms, but essentially split the server on a random basis without breaking guilds and friends up (it possible). Possibility of transferring later.

I will note that I haven't experienced any really negative issues with the population. Sure, a few times getting quest mobs was difficult, but never impossible and grouping up with local players usually helped. Sort of forced socializing, which is cool.

This is also assuming the developers can handle a second server. They have made it clear in the past that it might not be possible with the additional need for Game Masters and hardware (of course).
