is this allowed on Nostalrius? I've seen a few people use it on here and it doesn't modify the client files at all, but more of improvement in graphics playing.

I don't use it but I am curious if it is allowed or not.

Looks like something SweetFX/ENB would do, it's probably just filter/overlay.

I would assume that these graphical client side improvements do not fall under what may get you banned, you do not benefit from these graphical improvements in any way.

Yep, its allowed. Since im using it.
To be correctly, only config changes are allowed. Any separate software or plugins, that changes original game code are leading to permanent ban.
But console commands from this video are not restricted, it is a part of WoW engine.

As long you don't have to change the MPQ Databases, it should be fine.

Any change to the MPQ files is considered banable.

I played with SweetFX for months, but suddenly the game kept crashing due to critical errors. I disabled SweetFX and now I can play again, but the game looks like shit Anyone else having the same problem?

Just reinstall or update DirectX 9.
