Why some players like susan or amiin never get muted?

specially amiin, i mean really?i see him everyday, EVERYWHERE!
his stupid macro'ed quotes are always the same shit like why homosexuals need to be respected or undead players are ugly irl.
or susan online, he always quote visit my site for gold or level shit.
or a guy i can't remember his username right now, he always say bullshits in barren chat and make fights.
why?
these kind of people needs to be muted at least for a couple hours, so maybe they stop whatever they are doing.

You're talking about two completely different groups of players. One of them are trolls who are looking to annoy other players and the other are bots programmed solely to advertise gold and leveling services.
The former intend to annoy other players and get under their skin, and judging from threads like this and the large degree people respond to them in the chats, it works quite well which drives them to continue doing it. There's an /ignore feature in the game for a reason; I'd highly recommend using it.
Saying stupid things or being obnoxious in the chat channels that doesn't explicitly break the Terms of Use isn't considered a violation and isn't punishable. If more people actively used /ignore instead of stupidly acknowledging and feeding trolls in game chats, you'd find the frequency of such behavior would dramatically decrease. This isn't just my advice, the staff will tell you this as well; if you've had an unpleasant encounter in one of the chats or between whispers but the person you're complaining about isn't specifically breaking any rules, they'll tell you to simply /ignore them.
Now, if the player is in fact breaking one of the rules or if you've done your part to /ignore them but they are hopping on multiple characters/accounts to harass you, then that is grounds for punishment. But in order for such players to be held accountable, you must do your part in reporting them. Gold spammers on the other hand are entirely different. They use throw away accounts to spam their websites in the chats. One account gets banned, three more pop-up. In this case, I'd recommend downloading and using the SpamThrottle addon.
