They're planning on releasing a PvE server in an attempt to balance the influx of players. They figure a lot of players will want to play on a brand new server with a "start from zero progression". From what I gathered in the IRC chat, they will not allow transfers to it. They also will not be raising the cap they currently have on Kronos, in fact, they said they would like to reduce it further to make the vanilla experience better.

I like Kronos. I've already leveled multiple characters passed 30. It's a good alternative to what Nostalrius was.
