do you need a lvl 55 char to get a death knight?

so a couple of months ago it was mentioned that blizzard was gonna remove the lvl 55 requirement, but did it become a thing?(my friend with starter account asks me and i don't have a clue)

Deathknights (kid knights) are only implemented in wotlk.
untill then blizzard had only intended to habe kids play hunters.
The invention of the DK did create a rise in the amount of players between ages 5 and 15.
generating much profit for blizz
