Is there an addon that can track guild dues?

For instance if you wanted to require every member to pay 5g in order to raid MC is there an addon that will track who has and hasn't paid in the current raid?

Not what I know off, but you could do this another way.

Get a DKP addon which stored DKP in public notes, and add the "gold" as DKP.
GuildDKP (http://armory.digam.dk/?sa=download.file.info&p1=2&p2=79) can do that.

However .... why would you have your guild members to pay to raid? You just risk your members go to a (free) MC pug instead?
