Guild Creation Issue?

I purchased a guild charter and got all the signatures. When I click "Register A Guild Charter" nothing happens. Any ideas? I am level 10 currently.

Is the guild charter in your main backpack? The one you start out with.

Yeah the charter had to be in my main bag. I had it in a secondary bag, lesson learned. Thank you for the reply.
