The
Terms of Use are the rules for both the forums and in-game with some slight variation between the two. Generally speaking, whatever's not allowed on the forums is also not allowed in the game along with whatever the rules explicitly spell out. Always refer to the terms of use as it is periodically updated as rules change; never rely solely on searching the forums because threads and posts can be old and outdated before new rule changes were implemented.
The rule you're talking about is "
extensive killing of important quest NPCs." This was previously allowed but several players took it to the extreme and abused it to the point of griefing hundreds of players' ability to progress, thus the rules were changed to warn players against extensively killing important quest NPCs (I think "extensively" was defined as several hours, meaning you'd have to sit at your computer and kill/camp the same NPC for hours on end). The current terms of use define it as a warning; if you extensively kill important quest NPCs, a GM will warn you before taking further action.
