Can't create a guild

I can't return the guild chart to the guild master in Stormwind. Tried with three different charts and same thing. All filled with 10 signatures. I click on the register chart option but nothing happens. What's the problem??

When you try to turn in the charter, do you have the charter in your starting backpack and none of the other bag slots?
