Some people define it as simply logging on two characters simultaneously doing nothing banking, trading, enchanting, or chilling in a capital city. Some people define it as logging on two characters simultaneously and being actively out in the world questing, grinding, or PvPing.
Viper's clarification on multiboxing defines 'play' as closely as it gets though. I don't think there is a grey area to "This can either be achieved by using multiple separate machines to run the game or by running multiple separate instances of the game." with the situations that a single person can only do if they have separate instances of the game running and being controlled by one person.
Situations outside of the ones listed seem like they can be deemed as breaking the rule as it states situations allowed rather than the situations disallowed.
