Where do I go to create an account to start playing!?

I'm curious to know how people manage to miss this. Four sticky threads and countless replies to other threads asking the same question and people still ask where to register game accounts.

I have a buddy of mine who's trying to log in with the account he made and it's saying 'This World of Warcraft Account is closed and unable to use.' He hasn't played before on this server and it's his first login?

this doesnt work everytime i try to go to any of the above websites just says whoops somthing went wrong after i spent hours downloading thanks and no help from anyone im pissed
