Nostalrius Begins - Quality wow vanilla realm (1.12)

Recently downloaded Nostalrius and i cant get it to setup.

I am using chrome, I downloaded if off of mega through browser.
I downloaded the zip, i then extracted the data
I have the World of Warcraft Classic file with the settup and bin 1,2,3.
When i launch the setup it asked me if i want to run and i accept it and when i do i get an error message

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

I could not find anything anywhere else about this error appearing

Run in administrator mode, this will allow the program to access the files it needs to install.
