Improved Hamstring Bugged

I put 2 talents in improved hamstring but It doesn't work ; I have been PvPing a lot lately and it just doesn't trigger it.

Is it bugged? Somebody has the same problem?

i have def. been imp hamstrung... tho ive never had the talent on this server to test it myself.
