Because you save 10 rage and a gcd every 2 minutes. It also makes it easier to catch rogues with demo shout.
UW might give you more rage than the ten saved if you're constantly hitting, but thats not the case when levelling, where you have down time and time spend moving between targets.
Both are viable, but i prefer the first one.
Anger management is 20 rage a minute, imp charge is 12 per point if you use it on cd, which you probably dont.
Or put another way, Anger management beats imp charge whenever a fight lasts more than nine seconds, which again most fights do when levelling. It also ticks when cc'd/getting kited which helps a lot in wpvp.
Im not sure what you mean with using a parry point in imp charge, i only have two points in parry, which us just enough to ge to the next tier. If you mean using the AM point in parry i agree thats also viable, but id rather take the extra rage over some slight mitigation and occasional faster attack.
Parry is also a viable choice though, thats why i say its personal preference.
I think Anger Management is not as useful as Improved Charge, especially if you want to argue about efficiency when grinding and eliminating down time. Also, I have no idea what you mean by "it ticks when cc'd/getting kited", because all it does is decrease your rage degeneration out of combat, and if you are getting kited, you are in combat anyway. And especially if you are CC'd, any class will try to prevent you from getting the Charge off again before the CC breaks, so you will be out of combat for a minimal amount of time regardless because they are in control of the fight in a situation like that.
Also, putting points into Booming Voice just for the extended range of Demoralizing Shout seems pointless to me, even if it does help you catch rogues a bit more often than normal. In general, you will still get jumped by a rogue 80% of the time anyway, even if you have this talent 5/5. If anything, the only real benefit from this talent is the extended duration of Battle Shout, which is something you can completely ignore if you get used to refreshing Battle Shout more often.
Also, Deflection is terrible for leveling in my opinion, especially when you use it to fill the last two points in the first tier. 2% Parry Chance will not help you anywhere near as much as the reduced rage cost of Heroic Strike over the course of leveling to 60.
