What is comes down to is proc vs stats.
Another thing that needs to be looked into is swing timer off HoJ.
As I always tank I have not tested this, however other servers HoJ reset the swing timer of your main hand.
So if you had a faster OH, if the OH proced HoJ you would get a loss in dps due to your MH never getting a swing.
The goal to counter this is as a warrior is to have your OH and MH very close in speed to reduce the swing timer loss rate in these events.
errrrrr... you never get hoj extra attack hapening on your off hand.
if a hand of justice procs on your off hand it goes on your main hand, that's the only purpose a fast off hand would be very good.
extra attacks only happen to your main hand. offhand only triggers them for main hand.
