You don't have to generate more AOE threat than the DPS, you only have to build enough threat BEFORE they start AOE that the mobs will die before they pull agro.
If you spam demo shout and cleave (switching targets) for 10-12 seconds your AOE should have no problem killing the imps before they pull agro.
Keep in mind that ranged pulls at 130% of tanks threat. Even with only 4 mages using blizzard they each only have to do 25% of an imps HP in damage. The imps have ~9500 HP so that's ~2400 damage per mage. With Frost channeling and by standing at range they have two 30% threat reductions. So each mage would have 1176 threat on each imp before they die. On top of that, if each mage has salvation or tranquil air totem then it's down to 824 threat for alliance and 941 for horde.
12 seconds of demoshout spam is 512 threat per target. If you land 1 cleave attack on each imp, you should have enough threat to keep agro on all the imps with ONLY 4 mages doing AOE. Realistically you have more than 4 mages doing AOE so it's even easier.
The key is just making sure NOBODY starts AOE for 12+ seconds and it's easy to survive the damage in full FR gear.
