Get the Lieutenant Commander/ Champion shoulders and problem solved.
I also never wear leather with a warrior. Only mail/plate, what's the point of picking the beefy tough class if you're going to dress himwith that puny stuff.

Don't get it.
Stat wise maybe the leather pieces have some edge, but if he doesn't like it, just like I don't like it, there are some decent alternatives.

I'm on pvp server, and can't find anything in game associated with this quest line... has it even been implemented?

Yep it has. Last wednesday (tends to be my free day for PvE and other stuff since the bg weekend hasn't started) I went to the IF warrior trainer, and got send to the Fallen Hero of the Horde. I asked a guildie mage for help and together we 2 manned the 6 ST miniboss trolls for the quest. All pre-reqs and quest itself in about 1h or so. I now use the flask whenever it's off cd for pvp, and switch to counterattack lodestone/stormpike insignia 6 when it's down.

No. I even completed the quest by accident recieving no reward (lazypig) when they were released in a broken state with 1.4 before they were subsequently removed from the game, and yet even I have the quest line available.
