I believe this information is very-very wrong.
I played warrior in vanilla retail and TBC retail. And I remember very well that correct rage behaviour is:
When the warrior's special attack was:
1. Missed - full rage cost is consumed. Example: You lose 30 rage if your Mortal Strike is missed.
2. Blocked - full rage cost is consumed. Same behaviour as in case of Miss.
3. Parried - zero rage spend. Example: You lose zero rage if your Mortal Strike is parried.
4. Dodged - zero rage spend. Same behaviour as in case of Parry.
Yes. Warrior should not lose rage if his/her special attack was dodged. And I can give you proofs of this.

I very appreciate the recent rage fix. But the issue is not fully fixed. Rage should not be lost in case of Parry. Rage should not be lost in case of Dodge also. I believe this issue get the full fix soon.
