Cutoff point for overpower depends on gear (especially your MH weapon base damage), world buffs, and you also have to account for stuff like having enough rage to use whirlwind after BT. It's safe to say that you can even blow a full rage bar though (with 5/5 tactical mastery obviously), as long as it doesn't delay your BT/WW by more than a global.
