Keep in mind I don't care at all for 60 man end game raids. Just purely 5 mans (while leveling).
A prot-spec for lvling in dungeons can be pretty open to personal preference and interpretation but here's what I would use for that purpose:

0/2 shieldwall since shieldwall is rarely used in 5mans anyways so improved would be a waste.
2/3 sunder (upgrade to 3/3 when you lvl up). Also a great talent for 5mans.
If you plan to continue tanking at 60 and even raid many of above mentioned talents are useless though.
