Is Overpower working as intended in 1.12.1

This is not a bug report just a questions about warriors in vanilla since i started in TBC......

If fighting 2+ mobs and 1 dies after granting Overpower you cannot use it on the remaining mob another example is if using cleave and the second mob dodges you cannot use Overpower on your main target

As far as I can recall, you were never able to use Overpower on any other target than the target that dodged/parried your strike. Revenge on the other hand works in a different way and lets to use revenge on any target after having blocked a strike.

I noticed if both targets dodge on a cleave though, only one of them (usually the non main target) is eligible for overpower.
