Whatever you want, both are viable alternatives amongst the slowest levelling specs in vanilla wow. Personally I think arms is worse than watching grass grow, and fury is decent damage when you get enrage and can do /sit to proc it.

2h fury is probably your best bet until atleast lvl50. That way you dont get the dualwield penalty, and you wont lock yourself into a weapon-spec that arms does further down the tree. At lvl51 you can go arms with pole-axe spec if you get ice barbed spear since that will last you to 60.

Id recommend getting 5 in fury for crit and then go down arms. Imp over powered and bleeds are really good while you miss with a slow weapon.

2h fury is better to start out with cause of impale. The 2nd tier talents are trash but the 2nd tier arms talent tactical mastery is useless as well until you get intercept/WW/pummel. At level 25 you cant start packing points into enrage if you go the fury route and you wont get sweeping strikes until 31 if you go arms, so it looks like fury is the way to go early on. Arms becomes good once you hit the mid 30's since you can make use of stance dancing which among other things allows you to be useful in pvp.

Impale is an arms talent. Stance dance is not useless. Is great for tanking for instances.
