Due to the PPM-nature of Crusader, and OH not producing any special attacks (Which are exempt from the PPM) I would put 15str on a fast OH and only Crusader if the OH is very slow. Basically, anything that is faster than 2.5 speed will probably yield a better result with 15str.

How does that make sense? PPM normalizes the proc-rate to one proc per minute when no specials are used. I.e. For an offhand. Crusader should proc as often on a fast oh as on a slow one.
I think you're mixing it up with the fact that a slow weapon is great because it, when specials are factored in, actually gets more procs per minute, because ppm gives slower weapons a higher procchance

30% haste means 30% more attacks per minute, the procchance should be uneffected, so the procrate per minute should to my understanding increase by 30% when flurried regardless of original weapon speed.

This seems to be correct, unless windfury and whirlwind screw things up, but iirc wf only uses mainhand for procs?
