Yes glancing blows are in effect.

They work fine, their damage calculation formula is fine, their frequency is fine.
The only thing I'm not 100% sure about is players below level 30 getting Glancing Blows. They do on Nostalrius, and this might be wrong. Otherwise, everything seems fine.
