Execute bug.

When leveling weapon skills, execute seems bugged. It always hits, in situations where overpower won't hit.

Does anyone have endgame data about execute miss chance, or is it only if weapon skill is crucially underleveled?

Trying it out some more, it seems Execute can't miss, but it can be dodged.
