As was already stated, higher ilvl is better in most situations, as long as you are hit capped for yellows. If it was a straight choice between hit and crit, you would take the hit for pve. Once you cap yellows hit and crit do get closer in dmg, but hit is generally going to yield higher dps.
Things you want to watch out for with higher ilvl items is the fact that dodge is placed on some of the t2 set, or that some items like rank12 legs are overbudget for their ilvl, and were on par (maybe even slightly better) than the 2.5 which were 10 ilvls higher.
