shadowmeld doesnt increase rogue/Druid stealth power, you totally misunderstood it, what it says is that the effect of ROG/DRUID shadowmeld is better than for example priest´s shadowmeld.

Shadowmeld effectively increases stealth for rogues and druids one level. The same as having 1 talent point in Master of Deception.
