does Serrates Blades give Armor reduction, or not?

Tooltip says it gives "0" reduction. Is this just a tooltip bug, or is the ability itself actually bugged and not giving the armor reduction?

With 1.12.1 it should percentual. I don't remember the actual amounts, could be like 2,4,6%.
