Was Crusader's proc chance quietly nerfed in the 29/7 patch?

Since Wednesday's patch there has been some talk in-game about a nerf to Crusader's chance to proc. Supposedly it is significant? Can anyone confirm if this is true?

I was able to find only 2 posts on the entire forums here about this possibly being true. If so what is the next best enchant considering Crusader x2 is a lot of gold to spend on an enchant that is outclassed by another.

Just speaking for myself now. I don't feel any difference with crusader. Also fiery weapon or lifesteal in addition to supreme power flask was/is already superior to crusader. But that would be even more expensive. So for now you have to stick to crusader, even if the procrate got lowered.

Supposedly crusader was using a flat proc rate prior to the patch so it would have near-100% uptime on fast weapons, it got changed to the proper scaling formula that makes it scale with attack speed. It shouldn't be that noticeable on slower weapons.
