Can't recall how it used to be, so the question is as follows: should absorb break current CC effect applied to target?

For example, priest/mage has shield up, you garrote and gouge him(or sap and reset->garrote). At the moment CC is broken on first absorb tick, is that how it should work?

Yes, they should break on absorb.
