Your qoute isnt even related to viper sting its about spells in general that would give you mana from draining it. Viper Sting never did that.
Just because the word "drain" is in the tooltip doenst mean you'll get anything.
Drain could simply mean that it simply consumes away the mana.

And no, Drain mechanics means what your enemy loses you gain. It's the same for Drain Soul, Drain Mana, Drain Life.

Finally, a PvP video from retail Nov 2006. From 4:11-4:19, a hunter uses viper sting on a mage and gains 0 mana despite a full 8 second duration. Note the combat log during viper sting.
