If you were to try this on Alliance I would say it wouldn't be too much worse than on Horde because Blessing of Might gives similar attack power as Aspect of the Hawk. You will just experience slightly less uptime but it would still be more than a warrior or retribution paladin that being said probably still worth it given the right raid comp.
I would say it wouldn't make too much of a difference between Dwarf and Nightelf but Nightelf would experience a higher dodge rate from random attacks so you could use Mongoose Bite a little more often in raids so its technically higher dps to pick Nightelf.
As for pets wolves are the best, Lupos is currently not doing shadow damage so any wolf is fine, I was fortunate to do some research on the forums while leveling. There are two 1.2 attack speed wolves. A rare spawn and a level 19 from shadowfang keep, that is what I am currently using because if I ever wanted to respec pvp I would spec beastmaster until 2 frenzy (still decent uptime with 1.2 attack speed) and in survival for 3% crit and Counterattack.
Also for aspects you are correct use Monkey and swap to Hawk if you are needed to range for a fight, I currently kite Razorgore adds, range on Broodlord to avoid damage and Firemaw considering the casters run in and out of line of sight, whats nice about this spec is you can still pull the same damage as a ranged hunter because you are specced marksman anyway. Everything else in BWL I melee except for Chromaggus but we are progressing that fight and its mostly just a focus on tranq fight anyway.
