Nostalrius Begins - Quality wow vanilla realm (1.12)

Hey Guys,

got a weapon related question that I just dont seem to get answered. The epic bow Hurricane (lvl48, in our AH) has no proc, just straight damage with high attack Speed. In all other sources (old or now pages, Feenix, thottbot, whatever,) I see this bow having an additional frost arrow proc. It says that this bow with this proc was introduced in 1.11.1 so it should be in our 1.12 right? But we have the Version without frost arrow proc, and I really cannot find any info about our Version anywhere on the net. Anybody know the Background?
Finally the second question, is it still worthy weapon even without proc? I read its soooo nice, but everybody refers to the proc.... Cheers

while this server uses 1.12.1 mechanics it uses an older item database like 1.3 or 1.4 or something so items are generally a little ''weaker''
