In my personal experience (no actual testing done) the proc rate seemed to be inconsistent.
I noticed it procing more on the initial "detonation" of the trap, and less as time went on, but again, just an observation.
Assuming it works on some sort of pulse system, that rolls a dice every 1-2 seconds that you're inside the traps radius, that chance may not be working correctly, but the talent definitely works in one form or another.
