What is the best cloak in game currently for hunters?
How good is Baron cloak compared to shrouded mist? Anything in bwl?

That cloak is good for the hit yes, but the damage gained from it is worse than both the baron and shrouded mist cloaks, and it's almost impossible for most people to get.

If you're playing horde, baron cloak is a tiny bit better for PvE. But if you're playing alliance (with kings buff) the shrouded mists cloak is just as good. There's no cloak upgrade in BWL.

Shrouded Mists if/when you should consider 0/21/30 for raiding.

So between shrouded and black baron there is little actual difference?

Black baron does more dps for the horde side, as long as you are MM.

If you play alliance Shrouded is more important then Baron Cape because of Kings.

If you play survival Shrouded is more important then Baron Cape as well.
