You misunderstand me. My quip about e-peen and flash heal is the situation where a priest competes with a paladin to get a quick heal in when death is not imminent. Say a rogue loses 500 health, he still has 2k-3k left or more. He's not going to get one-shotted. In that situation, it's pointless to cast on him, let the paladins who stack mp5 top him up. Casting a flash heal in that situation is pointlessly padding the meters.
Now if that rogue has lost most of his health and is in a risk of dying, then of course a priest should use a flash heal. It's an entirely different situation.
As varth said, it all boils down to communication between healers, heal assignments and how disciplined the raid in general is.

Or one guy was cleansing the raid while the other one was spamming flash heal? It depends on the situation&context and RaidStats, as useful as they are, cannot provide it.
