1-Do shadowguard and Hexx of weakness proc blackout ? (it should)

2-Does devouring plague proc blackout on every thick or just when you apply it ? (it should only when you apply the dot, same with shadow word : pain)
Someone told me its fixed, but i didnt see that in any patch notes.

3-Same question for mindflay. Just inital hit or every hit

4-Does shadowguad proc off shadow weaving ?

1) i know shadowguard does atleast, its really nice imo

2)no idea, but i would imagine every tick just like SW:P and Mindflay

4) shadowguard does proc shadowweaving if that is what you are asking, but only goes off melee hits

In my experience black out does not proc on every DoT tick. The way it seems to work is you apply it, then it has a chance to blackout on the first dot tick of that application. There's a huge delay on mind blast and flay applying blackout too.

Dots/mind flay should only have a chance to apply blackout on the initial cast, as the ability is triggered on the application of the ability, not each time it deals damage.
