I played a troll priest on retail and Blackout procs on Shadowguard were especially useful. It was a good spell for leveling, and a great spell for PvP due to shadowguard. Hex of weakness was really handy for PvP as well due to the mini mortal strike debuff. For PvE it had its uses against normal 5 man instance bosses. The damage reduction did work and added up with other character mitigations (healing stream, stoneskin totem, etc)
On every private server Blackout procs do not work like old retail, especially for Shadowguard. I think it's because the devs lacked the skill or mangos lacked the flexibility of coding it when you're dealing with shadow damage coming from different sources and having Blackout go off from just spells 'owned' by the character.
If Blackout is working properly, I'd roll a troll priest and feel comfortable with it. I like the fit of the two spells as tools and what they give me. If it isn't, Forsaken all day erry day.
