Not casting MindBlast on CD will not make huge difference on "mana spent" because you will maybe benefit 1k mana maximum over 180 seconds .

Based on the math above (which seems more or less accurate) we have the following datapoints to work with:
Using MB on rotation ≈ 810 mana returned over a 180 second period - 48 Mind Flays, 24 Mind Blasts for 72 total chances to proc the card's effect
Not using MB at all ≈ 675 mana returned over a 180 second period. - 60 Mind Flays
Mana returned difference ≈ 135 over 180 seconds.
Now look at the mana cost for the spells:
Mind Flay mana cost = 205
Mind Blast mana cost = 350
So looking at the mana cost to use those rotations, we have the following values:
MB on rotation = 9840 mana for MF, 8400 mana for MB. Total cost: 18240 - 810 ≈ 17430 over 180s.
No MF at all = 12300 mana for MF. Total cost: 12300 - 675 ≈ 11625 over 180s.
So with just some simple napkin math (again, only looking at these two spells, since SW:P and VE applications are the same cost for each rotation) we can see that in order to potentially regain an additional approximate 135 mana from the Blue Dragon card, you would have to expend an extra 5805 mana over a 180 second window.
