Will of the Forsaken is probably better. Fear guarantees your healing output becomes 0, and having a way to break it is always nice.
Berserking, when it's not bugged, isn't bad, but mana is generally more of an issue than maxing out HPS.
If you're already rolled troll or like the way trolls look, it's not a big deal. If you really need to break fear, grounding totems or PvP Trinkets are a thing.
