Even with 16 slots, you won't use dots. That's still not enough room in a 40 man raid. You'll use Curse of Element/Shadow and that's it.

Correction: You won't KEEP dots on. Immolate into an immediate Conflagrate is still doable since Conflag immediately removes Immolate for some hefty damage. I would use the combo when Conflag is off cooldown and Shadowbolt spam all other times. The Nightfall/Conflag build would be WAY BETTER if the boss has adds.

Who the hell raided Classic with Conflag? I think the only talent build worse than this one for raiding is Soul Link.
